Individuals, including refugees and other marginalized groups, often trade personal data for access to services, while lacking control over how that data is used. Similarly, micro- and small enterprises—frequent targets of cyberattacks—face serious risks as they handle sensitive customer information and operate on vulnerable digital platforms. Yet many lack the resources, awareness, or tailored tools to protect themselves, leaving them disproportionately exposed to harm.

As digital financial ecosystems grow, the tension between expanded access and increased risk grows as well. Ensuring both agency and privacy must be central to any system design, not an afterthought.
