This snapshot examines how digital financial services (DFS) meet (or fail to meet) the diverse financial needs of low-income users. While DFS has expanded rapidly, usage remains limited, largely confined to simple transfers and payments. More complex needs, like saving, borrowing, and insuring, are still served by informal systems that better align with the realities of people’s financial lives. The report calls for DFS providers to design products that reflect how people actually manage money, not just what traditional finance offers.
