Cybersecurity is one of the most critical dimensions of micro-enterprise resilience in the EU. Impacts of cyberattacks are not just financial (e.g., cost of recovery, downtime) but can range from emotional stress to legal implications and reputational damage. This report draws on a snapshot survey of 1,336 micro-enterprises across 23 EU countries (conducted in September, 2025), and the insights of three EU-based cybersecurity firms, serving small businesses in particular, to answer one critical question: Why do so many micro-enterprises remain unprotected, and what actually moves them toward action?
