Digital policy and governance can be challenging for governments and parliaments around the world. The rapid pace of change in digital technologies can outrun that of legislative processes, and understanding such change often requires extensive and specialized knowledge. At the same time, legislative processes themselves are increasingly digitized.
The United Nations Development Programme’s Bureau for Policy and Programme Support works to enhance democratic governance, particularly parliaments worldwide. In collaboration with the InterParliamentary Union, the UNDP developed a roadmap to strengthen parliaments engagement with digital policy.
This project supports a program of work that addresses the complex intersection of digital policy and parliamentary governance, specifically the convening of an Expert Consultation in Geneva, Switzerland. The event brought together diverse stakeholders to share experiences, examine support mechanisms, and identify gaps and needs in parliamentary engagement with digital policy. The consultation was intended to enhance the capacities of parliaments worldwide, ensuring they can effectively navigate the challenges and opportunities of the digital era in alignment with the goals outlined in the UN Global Digital Compact.
Caribou Senior Director of Advisory & Policy Emrys Schoemaker contributed to the design of the consultation, developed a proposal for a working group of organizations working on parliamentary engagement on digital policy, facilitated the consultation event, and supported the implementation of the working group proposal.
