Satellite Earth Observation (EO) can be a powerful tool in international development but is often underutilized. EO data is both affordable and comprehensive; it can address challenges related to climate change, disaster management, agriculture, water management, and other critical areas by providing actionable insights.

Global Development Assistance (GDA) is a global partnership to mainstream the use of satellite EO in development operations. Through GDA, the European Space Agency partners with European service providers to facilitate the development of EO products for use by decision-makers in international financial institutions, such as the World Bank and Asian Development Bank, and over 70 governments all over the world.

Caribou provides guidance to ESA in monitoring and accelerating the development of these products and their adoption by end-user governments. Caribou supports both the direction and implementation of the program with strategic advisory, impact evaluation services, and communications support.
