Access to affordable, energy-efficient appliances remains one of the most stubborn gaps in the energy access landscape. Even where electricity reaches households and small enterprises in off-grid and weak-grid markets across Sub-Saharan Africa and South Asia, the right appliances are often out of reach.
The Low Energy Inclusive Appliances (LEIA) program, managed by Energy Saving Trust and CLASP as co-secretariats of the Efficiency for Access Coalition, has worked for eight years to close that gap through research and development, testing and quality assurance, market convening, policy engagement, and strategic communications.
Caribou is conducting an independent impact evaluation of the program’s eight-year trajectory. Using a contribution-based approach, the evaluation examines how the inclusive appliances ecosystem has changed, where LEIA has been genuinely catalytic, and what this means for the next phase of the program and the actors working alongside it.
The final evaluation report will be published in September 2026.
