Low- and middle-income countries are increasingly looking to the space sector as a driver of economic growth, technological advancement, and job creation. Earth Observation (EO) offers a particularly compelling entry point, providing valuable data for environmental monitoring, agriculture, disaster management, and urban planning—key areas that support national development and strategic priorities.
Caribou teamed up with Indra to support the government of Oman in their vision of a new EO center as part of their longer-term objectives to diversify the economy and to become a prominent player in the space sector.
Through research and stakeholder convenings and interviews, Caribou delivered a strategic plan for the set-up and ongoing operation of an EO center, highlighting the main areas where EO could support the government in data-driven decision-making. The strategic plan not only focused on the acquisition and use of EO data but also highlighted key steps needed to develop the policy and regulatory frameworks, the spatial data infrastructure, and the technical capacity of government officials to deliver target outcomes.
