Bio

Julie helps organizations generate and use evidence to guide decision-making through her work at the intersection of measurement, evaluation, and learning, program design, and adaptive strategy. She brings deep expertise in designing systems that combine rigor with inclusivity, ensuring insights are practical, accessible, and rooted in the realities of diverse contexts.

At Caribou, Julie leads and contributes to strategic reviews, evaluations, and learning processes in the Measurement & Impact team, while coordinating knowledge management and partner engagement across Caribou’s portfolio. She supports the adoption of participatory and systems-informed approaches, integrates futures thinking into measurement, and strengthens collaboration across multi-country consortia and philanthropic partners. Julie also develops tools, playbooks, and external communications that advance evidence use across the sector.

Prior to joining Caribou, Julie worked with Axum (formerly Dalberg), where she designed monitoring frameworks, built capacity for partners, and supported program delivery across multiple sectors and countries. She has also collaborated with UNEP, PwC, Mastercard Foundation, the Lego Foundation, and the Caterpillar Foundation on evaluations and systems strengthening. Her experience spans health, youth livelihoods, gender equality, agriculture, and digital inclusion across East and Southern Africa. Julie is currently pursuing her master’s in program management, and is based in Kenya.
