Bio

Julie (“Awiti”) operates at the intersection of measurement systems, investment, and public sector delivery, bringing a rare blend of strategic advisory, hands-on implementation, and evidence-driven performance management. She focuses on turning complex, multi-stakeholder systems into clear, actionable insights that shape decisions, strengthen institutional performance, and drive results at scale.

Awiti contributes to Caribou’s Measurement & Impact practice, supporting foundations and portfolio teams to strengthen performance through adaptive, results-based management. Her work centers on synthesizing evidence across multi-country portfolios and translating it into decision-ready insights that enable course correction, sharper resource allocation, and sustained portfolio performance.

Prior to Caribou, Awiti worked with governments and development partners across Africa to design and strengthen delivery approaches that improve how priorities are implemented, tracked, and adjusted over time. Through USAID-funded work with the Government of Rwanda, she supported investment mobilization and deal structuring across priority sectors, with a strong focus on agriculture and SME growth. She used market and performance data to inform investment decisions, strengthen value chains, and shape enabling policy environments, while building government capability in investment facilitation. Her experience also includes supporting capacity assessments within ministries of health to inform health systems strengthening efforts across multiple countries. Awiti holds a degree in finance, is a Certified Public Accountant (CPA(K)), and a CFA Level II candidate, and is based in Kenya.

Measurement is only useful if it helps teams make better decisions and adjust how they deliver. What matters is whether the data reflects what’s actually happening on the ground, and whether it leads to changes that improve outcomes for the people it’s meant to serve. That is where impact becomes real.
